Despite lower generation costs, the expansion of wind energy in Germany and the countries of the European Union did not reach the set targets in recent years. Administrative barriers such as complicated administrative processes and conflicts with other public goods (such as environmental protection and aviation safety) as well as disputes with other interest groups are the main reasons for this. With funding from the German Federal Ministry for Economic Affairs and Climate Action (BMWK), ideas into energy, together with the Öko-Institut e.V. Institute for Applied Ecology, is therefore investigating the interactions between administrative barriers and the weak expansion of plants for the production of electricity from renewable energies on the basis of the licensing practice for plants for the production of electricity from renewable energies, in particular wind power, in some selected countries of the European Union, in order to identify possible solutions for overcoming the barriers and to make these available to the BMWK as well as to the interested experts.
